HK, or data hk, is the abbreviation of Hong Kong, a special administrative region and former British colony in Asia. Data protection in Hong Kong is governed by the Personal Data Protection Ordinance (PDPO), which establishes data subject rights and specific obligations to data controllers through six data protection principles. The PDPO does not contain any express provisions conferring extra-territorial application. However, under the PDPO, data users who engage third parties to process personal data on their behalf must ensure that third parties comply with the requirements of the PDPO.

A robust data governance program requires a team of business and IT subject matter experts to build, sponsor, and steward the program. Data stewards are the bridge between business processes and the technology that supports them. Experienced business analysts make good business stewards, while IT architects and senior systems analysts make excellent IT stewards. A data governance leader is required to coordinate the efforts of a team and communicate decisions made by stewards.

A non-exhaustive list of exemptions from use limitation and access requirements include – (i) the prevention or detection of crime; the assessment or collection of tax or duty; the reporting of unlawful or serious improper conduct, dishonesty or malpractice by persons; news activities; and legal proceedings.
