The PDPO defines personal data as any information about a living individual from which it is practicable to identify the individual directly or indirectly. Personal data collected for one purpose cannot be used for another purpose without the explicit consent of the individual. However, there are some exceptions to this rule. These include: (i) for the purposes of safeguarding Hong Kong’s national security, defence and international relations, crime prevention or detection; (ii) assessment or collection of any tax or duty; (iii) prevention of unlawful or seriously improper conduct or activities; news activities; and (iv) life-threatening emergency situations.

While the PDPO does not contain any express provisions conferring extraterritorial application, it is generally accepted that where the data user controls the processing cycle of the personal data within Hong Kong, even if the processing takes place outside of Hong Kong, the PDPO will apply. This will ensure that the data user complies with the PDPO’s requirements and protects the personal data of individuals in Hong Kong.

This SIM is mainly targeted at Indonesian domestic helpers, with some of the most affordable 4G data packages in its lineup. This is an MVNO on the Three network that offers a number of prepaid data packages, including one for the US that includes unlimited roaming. There is a HK$ 48 starter plan with no FUP and capped at midnight, and a HK$ 98 plan that has a maximum data speed of 3.6 Mbps but is throttled to 128 kbps beyond the add-on period. Tethering is permitted.
